MID-CITY, LOS ANGELES (KABC) — Officers are investigating a chase and shooting involving a Ford Mustang and a police cruiser.

At around 3:15 am, a silver pickup truck shot into a Ford Mustang, striking the passenger in the car.  He was transported to an area hospital with a wound to the neck and is listed in stable condition.  The driver exited the freeway, and authorities proceeded to shut down the freeway to investigate.  As some of the officers were navigating and detouring traffic, a suspected drunk driver hit one of the police cruisers.  Officers were not located in the vehicle and weren’t injured.  The driver of the other car who collided with the police cruiser was arrested at the scene.

This shooting could have been compounded into more tragedy had the police officers still be in the vehicle.  Auto collisions occur for any number of reasons – Drunk driving, hit and run, losing control of the vehicle, and distracted driving.   Some injuries may lead to long-term ailments requiring pain medication, therapy or loss of function. You may require time off work to recover from injuries completely and those costs are not likely part of the settlement they will offer you.

WASHINGTON –  Overall traffic deaths have declined about 25% over the past five years, but the number of deaths attributed to alcohol or drugs have remained unchanged nationally, according to statistics reported by the National Transportation Safety Board.

Traffic deaths from all causes dropped from 43,510 in 2005 to 32,885 in 2010, prompting the NTSB to call for a two-day forum on substance impaired driving this year called “Reaching Zero: Actions to Eliminate Substance-Impaired Driving. The forum will be held May 15-16 in Washington, D.C. and is open to members of the public.

“There is no other transportation safety issue in America that kills as many people as substance-impaired driving – more than 10,000 last year alone,” said Chairman Hersman. “It’s time for us, as a country, to take a fresh look at this issue. It is a national safety challenge that can be solved.”

Indeed, the forum is seeking to identify actions needed to eliminate related deaths and injuries on American roadways.

“Substance-impaired driving deaths – once about half of all traffic fatalities – still account for one in three roadway deaths,” said Hersman. “When so much progress has been made in other areas of highway safety, why are substance-impaired driving fatalities stuck at one third? And what needs to be done to reach zero?”

Representatives from academia, research and advocacy organizations, industry, and state and federal agencies will serve as panelists for the forum.

In California, however, deaths and injuries resulting from alcohol-related traffic accidents were the lowest in five years in 2009, according to the California Statewide Integrated Traffic report. In fact, there’s been a steady decline every year except in 2006 when it spiked up. There were 1,146 deaths and 17,976 injuries in the state in 2009 compared to 1,420 deaths and 20,912 injuries in 2006, the highest recorded between 2005 and 2009.

“Local police have been cracking down on drunk drivers and certainly these statistics show the effort has been working,” said Attorney West Seegmiller, founder of the Seegmiller Law Firm in Irvine, California.

CALIFORNIA – Declining use of cell phones and texting behind the wheel may help explain why motorcycle traffic fatalities continue to decline in California and nationally. Overall fatal motorcycle accidents are down by 11% in 2010 in the state. However, there were more deaths attributed to drunk motorcyclists and improperly licensed motorcycle riders, according to a report by the California Office of Transportation and Safety.

Fatal motorcycle accidents declined from 394 to 352 deaths in 2010, according to California Traffic Safety Report Card compiled by the state Office of Transportation and Safety.

Nationally, motorcyclist traffic fatalities in the United States dropped by 16% in 2009 to 4,465 breaking a trend of 11 consecutive years of increases that more than doubled motorcyclist fatalities from 2,116 in 1997 to 5,312 in 2008, statistics show. The upward trend is likely the result of more drivers using cell phones behind the wheel.

After California laws banning handheld cell phones went into force on July 1, 2008 (California Vehicle Code [VC] §23123) the number of motorcyclists killed or injured in traffic accidents began a steep decline. The new law only permitted motorists who are at least 18 to use a “hands-free device.

Also, the state passed the Wireless Communications Device Law effective January 1, 2009 making it an infraction to write, send, or read text-based communication on an electronic wireless communications device, such as a cell phone, while driving a motor vehicle.

These two new laws have saved hundreds of lives in California and similar laws around the country have also led to declines in other states.

“Drivers who obey these new laws can be proud of what has been accomplished over the past four years,” said Attorney West Seegmiller, founder of the Seegmiller Law Firm. “Many lives have been saved and more will be saved as people continue to drive attentively.”

However, despite the good news, there was a 3% increase in deaths by motorcycle operators who were killed in California while driving with a Blood Alcohol Content (BAC) of 0.08% or higher. The report shows drunk motorcycle riders accounted for 27% of 352 fatal motorcycle crashes.

Additionally, the number of motorcycle operators killed in traffic accidents who were not properly licensed grew from 32% to 33%, the report said.

You may think you have the luck of the Irish, but you won’t be so lucky if you get in a car crash while you are out drinking and driving on St. Patrick’s Day. The California Highway Patrol and local police departments in Southern California will be out in full force this St. Patrick’s Day weekend arresting intoxicated drivers. Police will have a “zero tolerance” response to drunk drivers and roadways will be vigorously enforced beginning Friday night.

“We encourage St. Patrick’s Day revelers to be responsible in their celebration and designate a non-drinking driver who can provide a safe ride home,” said CHP Commissioner Joe Farrow. “Designating a sober driver is one way to avoid an arrest for driving under the influence (DUI), or worse, a collision.”

On St. Patrick’s Day in 2010, the latest year that statistics are available, two people were killed and 63 injured in 119 alcohol-related traffic accidents in California. Additionally, there were 206 drivers statewide arrested on DUI charges by the California Highway Patrol n St. Patrick’s Day in 2010.

“Don’t submit to peer pressure. Set the example for your friends and be the designated driver. You will do them and yourself a favor,” said Commissioner Farrow.

The Lake Elsinore Police Department will be deploying additional officers on overtime this weekend, supporting routine traffic and patrol officers, while focusing on impaired driving, according to a press release issued by the San Bernardino Sheriff Department.

In Newport Beach, police officers will be conducting a specialized Bicycle Safety Operation on March 17th and 24th, 2012 with extra officers patrolling areas frequented by bicyclists, pedestrians and vehicles. Polie officers will be enforcing traffic violations made by all vehicle operators, bicyclists, and other vehicle drivers that lead to vehicle, bicycle and pedestrian collisions, according to a press release issued by the Newport Beach Police Department.

In California, fatal traffic accidents were down 12% to 2,715 deaths in 2010 compared to 3,090 killed in 2009, according to statistics compiled by the National Highway Traffic Safety Administration. Additionally, national statistics show that traffic fatalities have declined in recent years across the United States, down roughly 3% to 32,885 deaths in 2010 compared to 33,883 killed in 2009.
