RANCHO SANTA FE, California – Police are searching for a hit-and-run driver who killed Angel Bojorquez, 18, of Escondido after finding the teenager dead early this morning alongside his damaged bicycle, according to a San Diego County Medical Examiner press release.

Bojorquez, a grocery store clerk who worked at Albertson’s Grocery Store in Del Mar, was found lying in the brush on the shoulder of Via De La Valle just south of Paseo Delicias about 2 a.m. on July 6, the report said. California Highway Patrol officers are investigating the death as a hit and run and are seeking help of any witnesses or anyone who may have information about a recently damaged vehicle in the vicinity.

“Drivers who flee the scene of a fatal car crash are not only cowards, but are criminals under California law,” said Attorney West Seegmiller, founder of the Seegmiller Law Firm. “Police are searching for this hit and run driver and once he or she is located they will face felony charges,  prison and fines up to $10,000 for their crime.”

WASHINGTON, D.C.— After nearly a decade of declining deaths for the nation’s newest drivers, a preliminary report on fatal accidents for 16 and 17-year-old drivers shows an 11% rise in the first half of 2011, according to a report released by the Governors Highway Safety Association (GHSA).

According to the report, the number of deaths rose from 190 in 2010 to 211 in 2011 – marking the end of an 8-year decline for deaths in this age group. The report data is gathered from all 50 states and the District of Columbia.

In their first year on the road, there were 93 deaths of 16-year-old drivers in the first half of 2011, up 16% when compared to only 80 killed in 2010 for the same six-month period. Additionally, 118 drivers aged 17 years old were killed, a rise of 11% compared to 110 in the previous year for the same time period.

Twenty-three states reported increases, 19 had decreases, and eight states and the District of Columbia reported no change, the report said. The largest increases were reported in Florida, Texas and North Carolina.

“While it is good news that overall deaths appear to have declined during the first six months of 2011, we are concerned that the trend with teens is going in the opposite direction,” said Troy E. Costales, Chairman of GHSA. ”As the report notes, a widespread strengthening of laws is still possible and finding effective tools outside of GDL is an important goal. These include improving driver education and involving parents in proactively establishing safe driving habits for their teens.”

Personal Injury Attorney West Seegmiller, host of the West of Legal radio show on KFWB News 980 in Southern California is a father of five adult children.

“As a parent who has raised five teenagers I can tell you firsthand that we must educate our children about the dangers of driving, limit nighttime trips, distractions in the vehicle and take away cell phones and other gadgets teenagers use behind the wheel,” Seegmiller said.

ESCONDIDO, California — Rain was cited as a factor in a collision that killed a 48-year-old father who was a passenger in a 1999 BMW driven by his daughter on Interstate 15 at Route 78 about 9:40 a.m., according to San Diego Coroner and California Highway Patrol reports.

Analley Mendoza, 20, allegedly lost control of the BMW and spun directly in front of a 2000 E350 Ford Econoline van carrying 13 people on route to Tijuana, Mexico. The van struck the car on the BMW’s passenger side and the man sitting in that seat died at the scene. The name of the deceased passenger will be released later today.

Both of the drivers, Mendoza, and Gabriel Gutierrez, 55, of El Monte, were injured in the car accident and transported by ambulance to Palomar Medical Center for treatment. Mendoza suffered moderately serious injuries and Gabriel was experiencing chest pains.

“Drivers need to be particularly careful when roads are soaked with rain,” said Attorney West Seegmiller, founder of the Seegmiller Law Firm. “This is a very tragic car accident for all those involved.”

Fatal traffic accidents, however, are on the decline in California. In fact, the number of fatalities dropped 12% last year to 2,715 deaths and nationally fatal accident deaths were down roughly 3% to 32,885, according to 2010 statistics released last week by the National Highway Transportation Safety Administration.
