IRVINE, California — Gotta text? Gotta make that call and forget to use your hands-free device? If you do it behind the wheel in Irvine on the first Thursday of each month this year be prepared to cough up $156 for a first offense and $279 for a second offense.

Beginning Feb. 2, the Irvine Police Department began stepping up its enforcement of distracted driving by dedicating themselves to ticketing violators who are not keeping their eyes on the road while driving. The police will conduct regular enforcement of distracted drivers on Thursdays in an effort to keep streets safer.

The police department tested the effectiveness of their distracted driver crackdown on Jan. 5 this year and efforts paid off. They issued 182 citations including 136 for distracted driving, mostly drivers using cell phones.

The National Highway Transportation Safety Administration said drivers who use hand-held devices are four times as likely to be involved in an injury related collision. In fact. In 2009, 5,474 people were killed on US roadways and an estimated 448,000 were injured in motor vehicle crashes that were reported to have involved distracted driving.

Drivers with unpaid traffic tickets can take part in a fire sale beginning Jan. 1, 2012 because that’s when the state of California will begin to offer 50% on unpaid tickets for citations issued prior to Jan. 1, 2009. The deal will only last for six months through June 30, 2012 so dig out those old traffic tickets and take advantage of this one-time deal.

The new guidelines were authorized in October, 2011 under Assembly bill 1358 (Stats. 2011, ch 662) which amended Vehicle Code section 42008.7.

According to the state’s guidelines, the program is a win-win situation for both the state and individuals unable to pay their fines. The cash-strapped state gets revenue and the person who owes the money for the citation can save money.

Those participating in the program must pay the entire discounted amount of their unpaid fine in full. The Administrative Office of the Courts anticipates that about 2% of the overdue fines will be paid under the program it will likely generate roughly $46 million out of an estimated $900 million due. In 1992, another program earned the state $15.5 million for previously unpaid tickets.

Tickets for parking tickets, DUI fines, or reckless driving penalties are not included in the program.

Drivers’ unpaid tickets must meet the following requirements:

  1. Outstanding traffic debt was due to be paid in full before January 1, 2009.
  2. Last date of payment was on or before January 1, 2009.
  3. Driver either failed to appear in court or failed to pay in full.
  4. Driver doesn’t owe restitution to a victim on any case within the county where the violation was filed.
  5. Driver does not have outstanding misdemeanor or felony warrants within the county where the violation was filed.
